Do communities need someone responsible for new member integration?

Connections and relationships between Jews are the currency of our communities. But it is sometimes easier to leave them to chance and consider them unmeasurable. Yet they are too important to ignore. Communities just need someone to take responsibility, as they do for services (Wardens), Chesed or other community functions.
